If you have it disabled than that is why you get that error. I don't think it has anything to do with the error you posted about here.

I have the permissions set for Members to modify post/s, but it doesn't allow to do this.

There are no trackers on this site. Just cookies. I think the two are different. Unless they changed the terminology for it. :dontknow

No, a VPN will only change your IP address which will let them think you are in another location. But, you will still get cookies and trackers on your devices that you use...just like the ones used on this site. ;)

You'll still have to use tools like CCleaner, etc. as well as your AV/Firewall apps to remove them regularly. ;)

There is no "one-solve-all" solution. You need to do your homework to see which one(s) will work best for you. In my experiences, you will need to use a combination of tools. This includes, a firewall, anti-virus, browser with ad-blocking, tools that remove trackers, etc. such as CCleaner and Glary's. This is because there is no way any of those companies/tools can provide a complete solution. The bad guys are coming at us from more angles than you can imagine each and every day.

If you do research, yearly, on which one is the best you'll always see that it will not always be the same one. Every 6 month-a year, I do research to see which is the best at certain things and will switch to those, if needed.
