How do I properly and safely delete a test forum (including content and databases etc)
WITHOUT in any way effecting the live forum?

You can delete all the files by deleting the folder it's in.

As far as the database goes, that depends on the situation.

If it's using its own database and there's nothing else in that database that you want to keep, you can drop the database through cPanel/Plesk/whatever control panel you use.

If it is sharing a database with other tables that you want to keep, go into phpMyAdmin, check the box next to each table associated with the test forum, then scroll down to the bottom and choose "DROP TABLE" from the list of options next to "With Selected". You will be asked to confirm that you want to do this, but I would still back up the database beforehand in case you accidentally delete something you want to keep.
